【PhoneAuto News】According to PhoneAuto, the Hubei Provincial Development and Reform Commission recently announced that starting from December 1, 2023, Hubei Province will implement a time-of-use electricity pricing policy for residential electric vehicle charging stations. The implementation of this policy aims to promote more residents to use electric vehicles, while encouraging residents to charge their vehicles during off-peak hours to optimize the allocation of power resources.

According to the regulations of the Hubei Provincial Development and Reform Commission, the electricity used by electric vehicle charging and swapping facilities in residential households, residential communities, and non-residential users who are subject to residential electricity prices will be billed based on time-of-use electricity pricing on top of the residential unified metering user price. This policy will be divided into three time periods: peak period from 7:00 to 17:00, peak period from 17:00 to 23:00 (with 20:00 to 22:00 as the super peak period), and off-peak period from 23:00 to 7:00 the next day.

During the normal period, the electricity price will follow the standard corresponding to the residential unified metering price. During the peak and super peak periods, the electricity price will be increased by 0.1 yuan and 0.2 yuan per kilowatt-hour respectively, based on the normal period price. This is to guide users to charge their vehicles during non-peak hours, thereby reducing the load on the power grid and improving the efficiency of the power system. During the off-peak period, the electricity price will be reduced by 0.15 yuan per kilowatt-hour based on the normal period price. Charging vehicles at night and utilizing the idle time of the power grid can further optimize the allocation of power resources.

Industry insiders analyze that the implementation of this policy is in response to the government’s policy direction for the development of new energy vehicles, encouraging more residents to use electric vehicles. At the same time, it aims to address the pressure on the power system caused by the increasing number of electric vehicles.
