Beijing plans to clear all illegal electric three-wheeled and four-wheeled vehicles by year-end due to frequent traffic accidents

Not only is their own safety difficult to guarantee, but they also pose hidden dangers to public road safety. Recently, according to CCTV News, due to the high incidence of accidents caused by illegal electric three- and four-wheelers, Beijing plans to clear all illegal electric three- and four-wheelers by the end of the year.

According to statistics from the Beijing Municipal Traffic Management Department, in 2022, there were 131 accidents and 138 deaths caused by illegal electric three- and four-wheelers in Beijing. In the first half of this year, the number of accidents caused by illegal electric three- and four-wheelers in Beijing increased by 40% compared to the same period last year, and the number of fatalities accounted for nearly 10% of the city’s traffic fatalities.

In order to purify the road traffic environment in Beijing and maintain the order of road traffic safety, in July 2021, the Beijing Public Security Bureau, the Municipal Transportation Commission, and other five departments jointly issued a “Notice” to strengthen the management of illegal electric three- and four-wheelers in the city, planning to eliminate them by December 31, 2023. According to statistics, up to now, Beijing has phased out more than 22,000 illegal electric three- and four-wheelers. There is less than half a year left until the end of the transitional period for cleaning up illegal electric three- and four-wheelers in Beijing. During the transitional period, the Beijing traffic management department will strengthen road law enforcement and continue to rectify the order of illegal electric three- and four-wheelers.

According to the Beijing police, the stability, rigidity, and relevant safety technical indicators of illegal electric three- and four-wheelers do not meet national standards. In some serious accidents, the vehicles cannot protect the drivers and can easily cause more serious casualties and property losses. The police stated that many of the illegal electric three-wheelers involved in accidents do not have relevant technical standards and do not meet national regulations, including brake systems and their oversized driving motors, which result in excessive pushing force and the vehicles are prone to lose control. If such a vehicle experiences a rollover or tilt, once it loses control, it is difficult to correct it. Therefore, these vehicles pose significant safety risks when driving on the road.

The Beijing Traffic Police Department has introduced several methods for consumers to identify whether a vehicle belongs to a non-compliant model. First, it is to see if the appearance and materials of the vehicle comply with the specifications. Non-compliant vehicles will have very simple materials due to cost considerations, and most of them do not have vehicle identification codes, headlights, and other mandatory lighting requirements. Second, it is to see if there is a motor vehicle production certificate for the whole vehicle, including whether the vehicle can be registered.
